For recruits who have passed the initial registration, a collegial conclusion on temporary unfitness is valid for a year.

How long to pass VVK?

Young people between the ages of 18 and 27 who are drafted into the Russian Armed Forces and wish to enter the service under a contract must pass the VVK. During the spring and autumn conscription, the military registration and enlistment office sends summons to the candidates to arrive at the medical commission. Specialists

The IHC of a soldier consists in the passage of a neurologist, therapist, surgeon, ophthalmologist, ENT and psychiatrist. This can be done both by appointment and in the live queue mode. The conclusion of the VVK, already drawn up according to the standards of work in the Ministry of Internal Affairs of the Russian Federation, is issued at the registry office after the presentation of an identity card and an entry on the issuance in the appropriate journal. This document is valid for one year from the date of issue. If there is a need for a re-examination, the package of documents is collected again, since laboratory tests are valid for no more than three months.

Types of VVK

Military medical examination is carried out by the VVK, which exist in the form of a full-time, non-staff, permanent or temporary education. These differences are due to the specifics of their work. A hospital VVK commission is formed separately. What do doctors go through to get into its composition? There are special training courses that focus on the features of assessing the health status of conscripts.   • provision of certificates of incapacity for work to the staff commission for those military personnel who, according to the results of the examination, are recognized as sick;
  • scientific work to improve the methods of examination of personnel;
  • training and advanced training of new specialists;
  • maintaining statistical data.

The hospital IHC is appointed at the request of the head of the medical institution. It submits exclusively to staff or central military medical commissions. The conclusions of these experts have the same legal effect, as well as examinations of the standard VVE, and are carried out for military personnel undergoing examination in this medical facility. Analyze the results of research, keep statistics for a fixed period of time. Every three months they submit a report on the work done for the quarter to the head of the medical facility and the head of the regular VVK.

Non-staff temporary VVK are formed to rationally distribute the workload during the periods of applying to universities and during an urgent call for military service. Their activities are regulated by the order of the head of the VI.

VVK performs certain functions:

  • organization and implementation of medical examination of citizens to issue verdicts on their fitness for service in certain types of troops, the need for special treatment, training in institutions with a military bias, sending them on leave due to illness or exemption from service;
  • determination of the connection and causes of injuries, injuries, illnesses in military personnel and persons participating in military training;

Central VVK

The Central Military Medical Commission of the Ministry of Defense is the highest body for the examination of the health of servicemen. It is entrusted with the following tasks:

  • organizational activity;
  • development of normative acts and provisions on expertise;
  • resolution of conflict issues.

Who should pass the VVK

The commission of military doctors examines the following citizens:

  • citizens of pre-conscription age before military registration;
  • conscripts for military service;
  • citizens wishing to serve on a contract basis;
  • minors entering cadet corps;
  • entrants of military high schools;
  • students of cadet corps;
  • university students attending the military department;
  • soldiers in the reserve;

360.9. Employees recognized as fit for service or fit for service with minor restrictions, selected for service (serving) with RV, III, SRT, sources of EMF and laser radiation, with microorganisms of I-II pathogenicity groups:

fit for service with RV, III, KRT, sources of EMF and laser radiation, microorganisms of I - II pathogenicity groups;

temporarily unfit for service with RV, III, SRT, sources of EMF and laser radiation, microorganisms of I - II pathogenicity groups with re-examination in 3 - 12 months (specify the period)<1>;

360.10. For military personnel selected for service and serving with RV, IRS, SRT, sources of EMF, laser radiation, microorganisms of I-II pathogenicity groups (indicate the name of the harmful factor in the conclusion):

temporarily unfit for military service with (indicate the harmful factor), subject to medical examination after __ months (indicate the period; examination can be carried out after 3 - 12 months);

360.11. For military personnel selected for training in training units, and cadets of training units, military personnel serving in certain military specialties:

fit for training in the educational unit (fit for training in the training unit, at the same time, a conclusion is made on the suitability for training in a separate military specialty);

not fit for training in the educational unit (indicate the category of fitness for military service);

fit for military service (indicate the military registration specialty);

361. In the event that an employee (a serviceman doing military service under a contract) is declared unfit for service (military service), the VVK, simultaneously with the conclusion on the category of fitness for service (military service), in relation to employees, issues a conclusion as follows: "It is necessary to provide an exemption from the performance of official duties for a period up to the day of exclusion from the lists of personnel of the internal affairs bodies", and in relation to military personnel: "Based on paragraph 34 of the Regulations on military medical expertise it is necessary to provide an exemption from the performance of military service duties for a period up to the day the serviceman is excluded from the lists of personnel of the military unit.

362. In order to ensure the right to free travel, the VVK issues a conclusion:

362.1. On the need to send an employee, serviceman (family member) for treatment, if this is associated with moving to the place of treatment.

362.2. About the need for inpatient treatment, if this is associated with moving to the place of treatment, or about the need for a transfer to continue treatment from one medical institution to another:

employee, soldier (family member);

an employee dismissed from service, military service, a military officer upon reaching the age limit, due to illness, to reduce staff, the total duration of service (military service) of which is 20 years or more (including on a preferential basis), and with a total duration service (military service) for 25 years or more, regardless of the reason for dismissal, or a member of his family.

362.3. On the need for accompanying persons, indicating their number:

when following an employee (serviceman) for treatment in a medical or sanatorium-resort institution, on sick leave or to a chosen place of residence upon dismissal from service (military service);

when family members of an employee (contracted military serviceman) are traveling for treatment to a medical or sanatorium-and-spa institution.

362.4. On the need for the examined and accompanying persons to travel by air, rail or water, depending on the state of his health, the need for medical care and outside care.

362.5. On the need to travel a patient requiring isolation, and those accompanying him in a separate compartment of a rigid compartment car of an express or passenger train, in cabins of category III or in places of category II of transport lines.

In the conclusion, the VVK indicates the settlement to which the person being examined should go.

363. The wording of the conclusions issued by the VVK on the causal relationship of diseases, injuries to employees, military personnel, citizens called up for military training in the internal troops is given in paragraph 41 of the Regulations on military medical examination.

364. Information about the examined, their state of health and the conclusion of the IHC are recorded:

364.1. For citizens entering the service - in the act of medical examination, in the book of minutes of meetings of the VVK and in the certificate (Appendices No. 3, 8 and 5 to this Instruction).

364.2. For applicants for full-time education in educational and military educational institutions from among:

citizens who are not serving in the internal affairs bodies and internal troops - in the medical examination card, in the book of minutes of meetings of the VVK and in the certificate (Appendices No. 4, 8 and 5 to this Instruction);

employees and military personnel - in the medical examination card, in the book of minutes of the meetings of the VVK, in the certificate (Appendices No. 4, 8 and 5 to this Instruction) and in the outpatient medical record (medical book).

364.3. For persons entering the postgraduate course - in the medical examination card, in the book of minutes of meetings of the VVK, in the certificate (Appendices Nos. 4, 8 and 5 to this Instruction) and in the outpatient medical record (medical book).

364.4. For employees and military personnel - in the act of medical examination, in the book of minutes of meetings of the VVK, in the certificate or certificate of illness (Appendices No. 3, 8, 5 or 6 to this Instruction) and in the outpatient medical record (medical book).

364.5. For employees, military personnel, citizens called up for military training in the internal troops, sent for examination to the VVK in order to determine the severity of injuries received during the period of service (military service, military training) - in the act of medical examination, in the book of minutes of meetings of the VVK, in the certificate on the severity of the injury and in the outpatient medical record (medical book).

364.6. For citizens who served in the internal affairs bodies and internal troops - in the act of medical examination, in the book of minutes of meetings of the VVK, in the certificate (Appendix No. 5 to this Instruction) or certificate of illness.

364.7. For family members of employees and military personnel - in a medical examination report, a book of minutes of meetings of the VVK, in a certificate (Appendix No. 5 to this Instruction) or in a certificate of illness.

365. When examining persons undergoing inpatient treatment, the conclusion of the VVK is recorded in the book of minutes of the VVK meetings, a certificate of illness or a certificate, as well as a medical card of an inpatient.

366. For each person being examined (except for those entering full-time study at educational institutions), a medical examination report is drawn up in the manner prescribed by paragraph 128 of this Instruction.

In the section "Diagnoses of diseases and their causal connection" the main, and then concomitant diseases and their causal relationship are indicated.

In the case when the examined person has a disease that does not interfere with service, military service in the internal affairs bodies and internal troops, the VVK in its conclusion also indicates the diagnosis of the disease and the degree of severity of functional disorders.

367. An alphabetical card is filled out for each person being examined (Appendix N 17 to this Instruction). During the re-examination, a mark is made in the same alphabetical card.

368. The book of minutes of meetings of the VVK (Appendix No. 8 to this Instruction) is kept by the secretaries of the VVK. The minutes of the meeting of the VVK are signed by the chairman, members of the commission (at least three) participating in the meeting, and the secretary of the commission on the day of the meeting of the commission.

Books of minutes of meetings and certificates of illness of the VVK of the Ministry of Internal Affairs, Central Internal Affairs Directorate, Internal Affairs Directorate of the subject Russian Federation, hospital and garrison VVK are subject to storage for 50 years. Books of protocols of other VVKs are subject to storage for 5 years.

The record book of the meetings of the VVK records the information of the identity document of the person being examined, his complaints and a brief history of the disease, the main data of the objective examination, the results special studies confirming the established diagnosis, the complete diagnosis of the disease and the conclusion of the IHC. When examining employees, military personnel, citizens called up for military training in the internal troops and injured, the circumstances of the injury are recorded in detail in the minutes of the meetings of the VVK with a mandatory reference to the document (its number, date issued by whom) confirming these circumstances. In the book of minutes of meetings of the hospital VVK in the column "Complaints and anamnesis" the number of the medical record of the inpatient of the examined is indicated.

369. VVK educational institutions examined, not having diseases and recognized as fit for admission to study, are allowed not to describe objective data, but to indicate: "healthy"; identified diseases that do not limit the suitability for admission to study, describe briefly and indicate the diagnosis. For persons recognized as unfit for admission to study, briefly indicate complaints, anamnestic and objective signs diseases, physical handicap, substantiating the diagnosis and conclusion. In addition, the conclusion of the commission on employees and military personnel is recorded in the medical record and the medical examination card. All conclusions of the IHC of an educational institution are certified by the signatures of the chairman and secretary of the commission and sealed by the seal of the educational institution under which the commission is organized.

370. In the case when the conclusion of the VVK is drawn up by a certificate of illness (Appendix No. 6 to these Instructions), it is allowed not to write down the data of an objective examination and the results of special studies in the book of minutes of the VVK meetings. At the same time, a copy of the certificate of illness is stored as an attachment to the book of minutes of the meetings of the VVK. In the book of minutes of the meetings of the VVK and on the indicated copy of the certificate of illness, the date and conclusion of the higher regular VVK are recorded.

371. Appendix to the book of protocols are:

copies of certificates of illness, certificates left in the regular VVK, in which the text of the conclusion of this commission is signed by the chairman, members of the commission (at least three) who took part in the meeting, and the secretary of the commission;

minutes of meetings of the VVK to determine the causal relationship of a disease, injury to a citizen who served in the internal affairs bodies and internal troops, a citizen who underwent military training in the internal troops (Appendix N 15 to this Instruction);

minutes of meetings of the VVK to determine the causal relationship of an injury, illness, which led an employee, soldier, citizen called up for military training to the internal troops, to death during the period of service (military service, military training) or before the expiration of one year after dismissal from service (end of military dues) due to an injury or illness received during the period of service (military service, military training) in accordance with Appendix N 15 to this Instruction.

These documents are stored in the VVK along with the books of protocols. The dissenting opinion of the chairman or members of the regular VVK is recorded on a copy of the certificate of illness, certificate, in the minutes of the meeting of the VVK, remaining in the affairs of the VVK, or on a separate sheet, which is attached to the listed documents.

372. The terms of storage of medical and expert documentation generated in the activities of the IHC are determined regulations Ministry of Internal Affairs of Russia. It is forbidden to reduce the established terms of storage of documents.

373. On the upper field of the front side of the medical examination report, each copy of the certificate of illness or certificate of medical examination, drawn up for persons with mental disorders, malignant neoplasms, venereal diseases, AIDS patients, as well as for HIV-infected, IVC put the following stamp : "It is forbidden to make copies, hand out, disclose information."

374. The conclusion of the IHC, which is not subject to approval and control by a higher IHC, is drawn up on the day of the examination and transferred to the leadership of the internal affairs bodies no later than 5 days after the examination. Certificate of illness, certificate of health of a citizen traveling to foreign country with an unfavorable hot climate (Appendices No. 6 and 12 to this Instruction), with a conclusion subject to approval or control by a higher IHC, is sent to a higher IHC also no later than 5 days after the survey.

A certificate of illness or a certificate with a conclusion approved by a higher VVK no later than 2 days after approval (receipt from a full-time VVK) is transferred to the leadership of the internal affairs bodies (commander of the military unit) where the examined person is serving, or to the head who sent him for examination, and upon dismissal of the serviceman who is doing military service by conscription, or a citizen undergoing military training in the internal troops, directly from a departmental medical or military medical institution - is sent to the military commissariat at the place of residence of the examined. A certificate (Appendix No. 5 to this Instruction) with the conclusion of the IHC on the need for sick leave is issued to the person examined.

On the basis of medical examination certificates or medical records of an inpatient, certificates and certificates of illness are drawn up (Appendices No. 5, 6 and 12 to this Instruction), and Appendix 6 to the Instruction, approved by Order of the Ministry of Internal Affairs of Russia dated December 16, 1998 N 825.

375. A certificate of illness (Appendix N 6 to this Instruction) in peacetime is drawn up:

on employees (servicemen) recognized as unfit for military service, limited fit for military service;

for employees (servicemen) recognized as fit for military service with minor restrictions and examined in connection with the upcoming dismissal from service. And when moving an employee in the service - only in the case when the leadership of the internal affairs bodies cannot be provided with a position in the 4th assignment group;

for employees (military personnel) serving (military service) with RV, III, SRT, sources of EMF and laser radiation, microorganisms of I, II pathogenicity groups and recognized as unfit for service in their position (according to their specialty);

for citizens who served in the internal troops and examined in accordance with paragraphs 354 - 359 of this Instruction to determine the category of fitness for military service at the time of their dismissal from military service;

for employees (military personnel) sent to serve in the regions of the Far North and areas equivalent to them, in high mountains, other areas with adverse climatic conditions and in territories exposed to radioactive contamination as a result of the Chernobyl disaster, or serving in these areas ( localities) recognized as unfit for service in the indicated districts (localities);

on family members of employees (military personnel) declared unfit for living in the regions of the Far North and equivalent areas, high-mountainous areas, other areas with adverse climatic conditions, in territories exposed to radioactive contamination as a result of the Chernobyl disaster, requiring long-term (more than 12 months) treatment, observation in specialized healthcare institutions, training or education in special educational institutions, as well as in case of their non-transportability.

376. In other cases, the conclusion of the VVK is drawn up by a certificate (Appendix No. 5 to this Instruction).

377. The conclusion of the garrison or hospital IHC, drawn up by a certificate of illness, is subject to approval by the regular IHC.

The conclusion of the garrison (hospital) IHC on the need for an employee (serviceman) on sick leave or extension of sick leave is subject to control by the regular IHC.

378. In the certificate of illness of a family member of an employee and a soldier, the items relating to the service and the causal relationship of the disease are not filled out. The item "Special or military rank" indicates the relationship of the person being examined to the head of the family (wife, husband, son, daughter, etc.) and then the special or military rank, surname, name, patronymic of the employee or serviceman.

379. A certificate of illness (Appendix N 6 to this Instruction) in wartime is drawn up:

for employees (servicemen) declared unfit for military service, temporarily unfit for military service with a re-examination after 6-12 months;

on citizens who served in the internal affairs bodies and internal troops, recognized as unfit for military service.

In all other cases, in wartime, the conclusion of the VVK is issued by a certificate (Appendix No. 5 to this Instruction).

The conclusion of the garrison or hospital VVK, drawn up by a certificate of illness, is subject to approval by the regular VVK. The conclusion drawn up by the certificate is not sent for control to the regular VVK.

380. The conclusion drawn up by a certificate of illness (Appendix N 6 to this Instruction) is subject to approval in peacetime and wartime:

on persons of the highest commanding staff, on generals and members of their families, on citizens who served in the internal troops and examined in accordance with paragraphs 354 - 359 of this Instruction to determine the category of fitness for military service at the time of their dismissal from military service in the military rank of general ; on all examined in the central medical institutions of the Ministry of Internal Affairs of Russia - the Central Exhibition Center of the Ministry of Internal Affairs of Russia;

for military personnel undergoing military service under a contract, up to and including a colonel, who are recognized as unfit or partially fit for military service; for citizens who did military service in the internal troops and examined in accordance with paragraphs 354 - 359 of this Instruction to determine the category of fitness for military service at the time of their dismissal from military service in military rank up to and including colonel; on all the formations and units of the internal troops of the Moscow garrison and the GVKG of the internal troops, up to and including the colonel, examined by the VVK - the Central VVK of the internal troops;

for employees, military personnel and members of their families (except for the cases provided for by the previous subparagraphs), cadets and students of educational institutions and military educational institutions - VVK of the Ministry of Internal Affairs, Central Internal Affairs Directorate, Internal Affairs Directorate of a constituent entity of the Russian Federation.

381. A certificate of illness (Appendix N 6 to this Instruction) is drawn up in peacetime for employees who are recognized during the examination as unfit for military service, limited fit for military service, and also fit for military service with minor restrictions, when they are sent for examination in connection with the upcoming dismissal from the service, in four copies. Three copies of the VVK of the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate of the constituent entity of the Russian Federation are sent to the leadership of the internal affairs bodies for inclusion:

the first copy to the pension case;

the second copy to the personal file of the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate of the constituent entity of the Russian Federation;

the third copy to the military personal file of the military commissariat at the place of residence of the employee.

The fourth copy of the certificate of illness remains in the files of the commission.

382. Garrison, hospital VVK, VVK of the Ministry of Internal Affairs, Central Internal Affairs Directorate, Internal Affairs Directorate of the constituent entity of the Russian Federation, operational-territorial association of internal troops send four copies of the certificate of illness (together with other military and medical documents) for military personnel undergoing military service to the Central Exhibition Commission of internal troops for approval under the contract, recognized during the examination as unfit for military service or partially fit for military service.

After consideration and approval, three copies of the certificate of illness and other submitted documents are sent to the commission that conducted the examination, the fourth remains in the affairs of the Central Exhibition Center of the Internal Troops.

Certificates of illness for servicemen undergoing military service under a contract, recognized at the time of dismissal as fit for military service with minor restrictions, are subject to approval by the VVK of the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate of the constituent entity of the Russian Federation, the operational-territorial association of internal troops and are not submitted to the Central Exhibition Center of internal troops.

For military personnel undergoing military service by conscription, recognized as unfit for military service or partially fit for military service, garrison and hospital VVK, VVK of the Ministry of Internal Affairs, Central Internal Affairs Directorate, Internal Affairs Directorate of the constituent entity of the Russian Federation, operational-territorial association of internal troops draw up a certificate of illness in four copies.

After consideration and IHC approval The Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate of the constituent entity of the Russian Federation, the operational-territorial association of internal troops, the first and second copies of the certificate of illness are sent to the commander of the military unit who sent the serviceman for examination, or returned to the VVK that issued the certificate of illness, for subsequent sending him to the military unit according to place of service of a soldier. The third copy of the certificate of illness remains in the files of the commission that approved it. The fourth copy of the VVK of the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate of the constituent entity of the Russian Federation, the operational-territorial association of internal troops is submitted for control at the Central Exhibition Center of internal troops.

If the IHC of the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Department of Internal Affairs of a constituent entity of the Russian Federation sends a certificate of illness to a higher IHC for consideration and approval, an additional (5th) copy of the certificate of illness is drawn up. After approval of the conclusion 1, 2, 3 copies of the certificate of illness are sent to the leadership of the internal affairs bodies, the fourth copy remains in the files of the VVK, which approved the conclusion, the 5th is returned to the VVK, which compiled the certificate of illness.

The garrison and hospital VVK send five copies of the certificate of illness to the higher VVK. After approval of the conclusion of the garrison or hospital VVK, the higher VVK 1, 2, 3 sends copies of the certificate of illness to the leadership of the internal affairs bodies that sent the employee for examination. The 4th copy of the certificate of illness remains in the files of the VVK that approved the conclusion, the 5th is returned to the garrison or hospital VVK that issued the certificate of illness.

In wartime, a certificate of illness is drawn up in triplicate.

The certificate of illness indicates all diagnoses of diseases and the consequences of injuries that were identified during the examination, regardless of whether or not the use of articles of the schedule of diseases is provided for these diseases and the consequences of injuries (Appendix N 1 to this Instruction).

383. In peacetime, a certificate (Appendix No. 5 to this Instruction) is drawn up for employees and military personnel recognized as fit for military service - in triplicate. A certificate for an employee (serviceman) is sent to the leadership of the internal affairs bodies, the commander of a military unit for attaching: the first copy to the pension file, the second copy to the personal file of the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate of the constituent entity of the Russian Federation, and the third copy to the military personal file of the military commissariat at its place residence. For employees recognized during the examination of the VVK of the Ministry of Internal Affairs, the Main Internal Affairs Directorate, the Internal Affairs Directorate of the constituent entity of the Russian Federation as needing sick leave, a certificate is issued in two copies, and garrison and hospital VVK - in three copies.

In wartime, the certificate is drawn up in one copy, and for employees recognized as fit for service - in two copies.

In wartime, the certificate of the garrison and hospital VVK is not sent to the higher VVK for control.

384. A certificate of illness (Appendix No. 6 to this Instruction) with an unapproved higher VVK conclusion is returned to the VVK that compiled it, stating the reasons why it was not approved, and with the necessary instructions. One copy of the certificate of illness with an unapproved conclusion is kept in a higher VVK for 3 years.

385. The conclusions of the IHC, which are not subject to approval by the higher IHC, are entered in the medical examination report and in the book of minutes of the meetings of the IHC.

386. The conclusions of the VVK regarding employees, military personnel and members of their families, citizens entering educational institutions can be implemented by the leadership of the internal affairs bodies, the command military units within a period of not more than 12 months from the date of issuance, unless otherwise specified in these conclusions, and the conclusion subject to approval by the regular IHC - from the date of its approval.

387. If the conclusion of the VVK is not implemented within 12 months, or if changes have occurred in the state of health of the person being examined during this period, then at his request, the direction of the leadership of the internal affairs bodies, the command of military units, an examination is again conducted.

388. The conclusion of the VVK on the category of fitness for service of citizens entering the service is valid for a year from the date of the medical examination. If in the state of health of the examined before the expiration specified period happened significant changes, re-tested.

389. In case of loss of a certificate of illness, a certificate (Appendices No. 6 and 5 to this Instruction) at the request of the examined person, his legal representative and in other cases, established by law Russian Federation, the regular VVK issues a copy of the document in one copy.
