Civil defense plans determine the scope, organization, procedure for ensuring, methods and timing of the implementation of civil defense and liquidation measures. emergencies. The presented article discusses the structure and content of civil defense plans of organizations (institutions, enterprises) classified and not classified in a certain category for civil defense.

In accordance with Article 9 of the Federal Law of February 12, 1998 N 28-FZ "On Civil Defense", organizations plan and organize civil defense activities. Within the limits of its authority and in the manner prescribed by federal laws and other regulatory legal acts Russian Federation They:

These factors are taken into account when assigning organizations to civil defense categories.

So, all organizations are divided into 2 groups:

1) organizations classified in in due course to civil defense categories - organizations, depending on their defense and economic importance, having mobilization tasks (orders) and (or) representing a high degree of potential danger of emergency situations in the military and Peaceful time, as well as historically and culturally unique objects;

2) an organization that is not classified as civil defense and (or) stops working in wartime.

The structure and scope of the action plan for civil defense and protection from emergencies will depend on the assigned category for civil defense or its absence. Its size can vary from several pages of typewritten text to voluminous volumes of hundreds of pages with numerous applications, maps, calculations, tables, diagrams, etc. For example, in accordance with Article 9 of the Federal Law of February 12, 1998 N 28-FZ "On Civil Defense", organizations duly classified as civil defense categories create and maintain in a state of readiness non-staff formations to ensure the implementation of civil defense measures. So it is necessary to prepare a section of the civil defense plan for the formation, equipping and training of these formations.

Organizations operating hazardous production facilities I and II hazard classes, especially radiation hazardous and nuclear hazardous industries and facilities, hydraulic structures of extremely high and high danger, as well as organizations operating hazardous industrial objects III hazard classes, duly classified as civil defense categories, create and maintain emergency rescue teams (NAFS) in a state of readiness. Organizations operating hazardous production facilities of I and II hazard classes, especially radiation and nuclear hazardous production facilities and facilities, high and extremely high hazard hydraulic structures, in accordance with the law, create and maintain local warning systems in a state of readiness. The civil defense plan of an organization classified as civil defense and (or) continuing to work in wartime includes three sections:

a) a brief assessment of the possible situation as a result of enemy action;

b) the implementation of measures for the systematic readiness of civil defense;

c) the implementation of civil defense measures in the event of a surprise attack by the enemy.

The section concerning a brief assessment of the possible situation as a result of enemy action consists of the following subsections:

a) a brief description of the organization classified as civil defense and (or) continuing to work in wartime;

b) a brief assessment of the possible situation in an organization classified as civil defense and (or) continuing to work in wartime after an enemy attack;

c) conclusions from the assessment of the possible situation.

In the section on brief description an organization classified as civil defense and (or) continuing to work in wartime, the following information is indicated:

a) the location (territory) of the location of an organization classified as civil defense and (or) continuing to work in wartime, in terms of geography, topographic hydrography of the city (district), vegetation, building density and population density;

b) characteristics of buildings and structures, communications, gas, energy, water, heat supply systems for objects of an organization classified as civil defense and (or) continuing to work in wartime;

c) a list of radiation, chemical, explosive and fire hazardous systems at the facilities of an organization classified as civil defense and (or) continuing to work in wartime, and in the immediate periphery of it;

d) a list of railway stations, highways where congestion is possible Vehicle with emergency chemical hazardous substances, in case of accidents with which it is possible to influence the life of an organization classified as civil defense and (or) continuing to work in wartime;

The subsection concerning a brief assessment of the possible situation in an organization classified as civil defense and (or) continuing to work in wartime after an enemy attack contains the following information:

a) the degree of possible destruction of buildings and structures, loss of industrial production, personnel, forces and means of civil defense;

b) possible engineering, radiation, chemical, fire, medical and biological conditions;

c) losses from secondary damage factors;

d) the approximate volume of the forthcoming ASDNR in the event of a systematic readiness of civil defense and in the event of a surprise attack by the enemy.

The section concerning the implementation of measures for the systematic readiness of civil defense consists of the following subsections:

a) the procedure for alerting civil defense;

b) organizing the protection of personnel and family members;

c) organization of management, communication and notification;

d) organizing the implementation of measures to improve the stability of the operation of objects of an organization classified as civil defense and (or) continuing to work in wartime;

e) organization and conduct of ASDNR;

f) organization of the main types of support for civil defense activities.

The subsection concerning the procedure for alerting civil defense indicates the procedure for organizing, the volume and timing of the implementation of priority civil defense measures of the first, second and third stages, as well as civil defense measures carried out by decision of the President of the Russian Federation and the Government of the Russian Federation.

The subsection concerning the organization of the protection of personnel and family members includes:

a) organization of shelter in protective structures, where the following information is indicated:

the procedure and terms for alerting the available protective structures civil defense, laying in them stocks of food, medicines and other necessary property;

the procedure for the construction of the missing protective structures of civil defense and their logistics;

organizing a shelter for the largest working shift of an organization classified as civil defense and (or) continuing to work in wartime;

b) organization of protection of workers and members of their families, where the following information is indicated:

the procedure for providing workers and civil defense forces with means personal protection, radiation, chemical, biological protection and control devices;

organization of protection of workers from emergency chemically hazardous substances available at their own or neighboring facilities;

c) organization of medical protection, where the following information is indicated:

the procedure for issuing medical personal protective equipment.

The subsection relating to the organization of management, communication and notification contains the following information:

a) organization of notification of the management staff and employees during working and non-working hours;

b) organization of control at the point of permanent deployment, during relocation to spare (duplicate) control points and in the suburban area;

c) the procedure for alerting spare (duplicate) command posts;

d) the timing of the occupation of spare (duplicate) control posts;

e) organization of communication.

The subsection concerning the organization of the implementation of measures to improve the stability of the operation of the facilities of an organization categorized as civil defense and (or) continuing to work in wartime shall indicate the following information:

a) measures to exclude (reduce) the possibility of occurrence of secondary factors of injury;

b) measures to improve the stability of the operation of electricity, gas, heat, water supply and sewerage systems;

c) fire protection measures;

d) other events.

The subsection relating to the organization and conduct of ASDNR contains the following information:

a) the composition, equipment and timing of alerting rescue services and emergency rescue teams;

b) organization medical care injured and personnel of emergency rescue units;

c) the forces and means allocated to the municipal rescue services and emergency rescue teams (services);

d) restoration of the efficiency of rescue services and emergency rescue units and the procedure for their further use;

e) forces and means of civil defense acting in the interests of an organization classified as civil defense and (or) continuing to work in wartime.

The subsection concerning the organization of the main types of support for civil defense measures indicates the procedure for organizing the main types of support for civil defense measures, including:

general intelligence;

engineering support;

radiation, chemical and biological protection;

medical support;

material support;

technical support;

transport support;

fire safety;

hydrometeorological support;

protection of public order.

The section concerning the implementation of civil defense measures in the event of a surprise attack by the enemy consists of the following subsections:

a) organizing and holding events on the signal "ATTENTION TO ALL!" with information about airborne alert, chemical alert, radiation hazard or catastrophic flooding;

b) organizing and holding events on the signal "ATTENTION TO ALL!" with information about the end of an air raid alarm, chemical alarm, radiation hazard or the threat of catastrophic flooding.

In the subsection concerning the organization and holding of events on the signal "ATTENTION TO EVERYONE!" with information about an airborne alarm, chemical alarm, radiation hazard or the threat of catastrophic flooding, the following information is indicated:

a) the procedure for notifying management, personnel and the residential sector adjacent to an organization classified as civil defense and (or) continuing to work in wartime;

b) the procedure for the accident-free shutdown of production, the introduction of masking regimes;

c) organizing the issuance of personal protective equipment;

d) organization of personnel shelter.

In the subsection concerning the organization and holding of events on the signal "ATTENTION TO ALL!" with information about the end of an air raid alarm, a chemical alarm, a radiation hazard or a threat of catastrophic flooding, the following information is indicated:

a) restoration of control, communications and alerts;

b) organizing the collection of data on the situation that has developed at the facilities of an organization classified as civil defense and (or) continuing to work in wartime;

c) alerting the remaining emergency rescue units and conducting ASDNR;

d) organization of accelerated evacuation measures;

e) the procedure for providing medical care to the injured;

f) the forces and means involved from the territorial grouping of civil defense forces for conducting ASDNR at the facilities of an organization classified as civil defense and (or) continuing to work in wartime, in the event of a sudden attack by the enemy;

g) organization of the main types of support for civil defense measures.

The following appendices are attached to civil defense plans of organizations classified as civil defense and (or) continuing to work in wartime:

a) the main indicators of the state of civil defense of an organization classified as civil defense and (or) continuing to work in wartime, as of January 1 of the current year;

b) the possible situation on the territory of an organization classified as civil defense and (or) continuing to work in wartime;

V) calendar plan implementation of the main measures for civil defense;

d) an action plan for the protection of workers and organizations of the ASDNR;

e) calculation of the shelter of employees of an organization classified as civil defense and (or) continuing to work in wartime, and their family members in protective structures, as of January 1 of the current year;

f) a plan for building up the engineering protection of an organization classified as civil defense and (or) continuing to work in wartime, when civil defense is put on alert;

g) an evacuation plan for employees of an organization classified as civil defense and (or) continuing to work in wartime, and members of their families;

h) a plan for building up measures to improve the sustainability of the functioning of an organization classified as civil defense and (or) continuing to work in wartime;

i) the composition of the forces and means of civil defense of an organization classified as civil defense and (or) continuing to work in wartime;

j) calculation of provision and procedure for issuing personal protective equipment to employees of an organization classified as civil defense and (or) continuing to work in wartime;

k) control, communication and warning schemes.

A possible situation on the territory of an organization classified as civil defense and (or) continuing to work in wartime is developed on the plan of facilities of an organization classified as civil defense and (or) continuing to work in wartime, with an explanatory note.

The plan of facilities of an organization classified as civil defense and (or) continuing to work in wartime reflects:

a) zones of possible strong and weak destruction, possible dangerous and strong radioactive contamination (contamination), possible dangerous chemical contamination and possible catastrophic flooding;

b) points of placement of stocks of material, technical, food, medical and other means;

c) control points of an organization classified as civil defense and (or) continuing to work in wartime;

d) points for issuing personal protective equipment;

e) locations of protective structures of civil defense.

IN explanatory note the plan of facilities of an organization classified as civil defense and (or) continuing to work in wartime shall reflect:

a) the areas of zones of possible strong and weak destruction, possible dangerous and strong radioactive contamination (contamination), possible dangerous chemical contamination and possible catastrophic flooding, as well as the number of workers and the population falling into them;

b) the total area of ​​contamination with radioactive, toxic and chemically dangerous substances resulting from secondary lesions;

c) the total area of ​​contamination with emergency chemically hazardous substances resulting from secondary lesions;

d) general, including irretrievable and sanitary, losses of personnel;

e) total area of ​​fires;

f) characteristics of the zone of possible catastrophic flooding (area and number of personnel entering them).

An action plan for the protection of employees and organizations of the ASDNR is developed on the plan of the facilities of an organization classified as civil defense and (or) continuing to work in wartime, with the application of civil defense protective structures and ways of approaching them, driveways, fire hydrants, communication schemes , reservoirs, etc.

The calculation of the shelter of employees of an organization classified as civil defense and (or) continuing to work in wartime, and their family members in protective structures, as of January 1 of the current year, is developed in accordance with Appendix No. 10 to The procedure for the development, coordination and approval of civil defense plans, approved. by order of the Ministry of Emergency Situations of Russia dated February 16, 2012 N 70 DSP (hereinafter referred to as the Procedure).

An evacuation (dispersal) plan for employees of an organization classified as civil defense and (or) continuing to work in wartime, and their family members, is developed in accordance with the requirements set forth in paragraph 83 of the Procedure, while organizations transferring activities to a suburban area , additionally reflect:

a) the procedure, types and terms of delivery of property (equipment) necessary to ensure activities in the suburban area;

b) the station (point) of loading, the procedure for following the route of the export of property, the place of deployment of production activities;

c) the procedure for allocating forces and means for loading and transporting property;

d) the procedure for the departure of forces to the suburban area to ensure the resumption of production activities in the suburban area.

The plan for the evacuation (dispersal) of employees of an organization classified as civil defense and (or) continuing to work in wartime, and their family members is developed in the form of a separate document, signed by the chairman of the evacuation commission of the organization, agreed with the authorities local government, in the territories of which it is planned to carry out evacuation measures, and is approved by the head of the organization classified as civil defense and (or) continuing to work in wartime.

The number of copies of civil defense plans being developed is determined by the developer of the plan independently, but not less than the number of control points of the corresponding federal body executive power(organizations).

Civil defense plans are coordinated:

a) an organization classified as of special importance in civil defense or the first category in civil defense - with the relevant local government and the main department of the EMERCOM of Russia for the constituent entity of the Russian Federation;

b) an organization classified in the second category of civil defense, as well as an organization that is not classified in the category of civil defense and (or) stops working in wartime - with the relevant local government.

The civil defense plan of the organization is signed by the head of the structural unit (employee), authorized (authorized) to solve problems in the field of civil defense of the organization and approved by the head of the organization.

The civil defense plan of the organization is updated annually by March 1 as of January 1 of the current year, as well as when the President of the Russian Federation makes a decision on direct preparation for the transfer of the Russian Federation to wartime conditions in the event of an increase in the threat of aggression against the Russian Federation before the announcement of mobilization.

Correction of civil defense plans is carried out, if necessary, in the course of conducting civil defense in accordance with the actual situation. When carrying out clarification (adjustment) of the civil defense plan, the introduction of appropriate changes in all copies of the plans is ensured. Changes made to the plan are certified by the signature of an official authorized to make the appropriate changes.

The reworking of the civil defense plan is carried out in case significant changes structure of the organization by decision of its head or by decision of the Russian Emergencies Ministry.

Civil defense plan of an organization that is not classified as civil defense and (or) stops working in wartime

Organizations that are not classified as civil defense and (or) stop working in wartime, located in areas of possible destruction, possible dangerous chemical contamination, catastrophic flooding and dangerous radioactive contamination (contamination), develop civil defense plans in accordance with a standard plan ( cm. .

In accordance with paragraph 116 The procedure for the development, coordination and approval of civil defense plans (approved by order of the Russian Emergencies Ministry of 16.02.2012 N 70 DSP), organizations that are not classified as civil defense and (or) stop working in wartime, located outside the zones of possible destruction, possible dangerous chemical contamination, catastrophic flooding and dangerous radioactive contamination (contamination ), do not develop their own civil defense plans. 1. When bringing to the attention of an organization that terminates production activities in wartime, the decision of the relevant executive authority, local self-government body to terminate the production activities of organizations located in the territories classified as civil defense groups, in connection with the growing threat of aggression against the Russian Federation, the declaration of a state of war, the actual start of hostilities or the introduction by the President of the Russian Federation of martial law on the territory of the Russian Federation or in its individual areas, as well as a decision to start a partial or general evacuation:

The standard civil defense plan shall be accompanied by:

1. Alert scheme for employees of the organization.

2. Calculation for the shelter of employees of the organization in protective structures of civil defense, adapted basements and other premises used to protect employees.

3. Calculation and procedure for issuing personal protective equipment.

The rules for classifying organizations as civil defense categories depending on their role in the state economy or impact on the security of the population were approved by Decree of the Government of the Russian Federation of August 16, 2016 No. 804. Organizations that are of great defense and economic importance are subject to classification in civil defense categories; organizations with mobilization tasks (orders); organizations that pose a high degree of potential danger of emergency situations in wartime and peacetime, as well as organizations that have historically and culturally unique objects. The following civil defense categories have been established: the category of special importance, the first category and the second category. The assignment of organizations to categories for civil defense is carried out federal authorities executive authorities, state corporations, state companies, executive authorities of the constituent entities of the Russian Federation in accordance with the indicators for classifying organizations as civil defense categories.
