In accordance with Article 53.4 of the Forest Code Russian Federation(Sobraniye zakonodatelstva Rossiyskoy Federatsii, 2006, No. 50, Art. 5278; 2011, No. 1, Art. 54) on the basis of clause 5.2.56.40 of the Regulations on the Ministry natural resources and ecology of the Russian Federation, approved by Decree of the Government of the Russian Federation of May 29, 2008 No. 404 (Collected Legislation of the Russian Federation, 2008, No. 22, Art. 2581; 2012, No. 28, Art. 3905), I order:

approve the attached Rules for extinguishing forest fires.

Rules for extinguishing forest fires

I. General provisions

1. 2. These Rules are established in order to:

a) organization of management of work to extinguish forest fires;

b) prevention and elimination of emergency situations in forests resulting from forest fires;

c) organization of interdepartmental interaction in the performance of work to extinguish forest fires.

3. Works to extinguish forest fires are carried out by state (municipal) budgetary and autonomous institutions subordinated to federal authorities executive power, executive authorities of the constituent entities of the Russian Federation, bodies local government, within the powers said bodies, determined in accordance with Articles 81 - 84 of the Forest Code of the Russian Federation, other organizations in accordance with parts 2, 4 of Article 19 of the Forest Code of the Russian Federation (hereinafter referred to as forest fire organizations).

3.1. When extinguishing forest fires, the functions of coordinating all the forces and means of extinguishing forest fires are assigned to the Federal Forestry Agency. federal agency forestry, a federal headquarters is being created to coordinate activities to extinguish forest fires, as well as the corresponding headquarters in federal districts 1 .

The instructions of the federal headquarters, as well as the relevant headquarters in the federal districts for coordinating activities to extinguish forest fires, issued within its competence, are mandatory.

4. In order to establish the optimal regime and methods for extinguishing forest fires, the territories where forests are located are divided into areas for the use of aviation forces and fire extinguishing equipment and ground forces and fire extinguishing equipment 2 .

5. The areas of application of aviation forces and fire extinguishing equipment are established in forests located in areas with an underdeveloped or absent road network, to which the arrival of ground forces and fire extinguishing equipment is impossible within 3 hours from the moment of detection forest fire. Forest fire control zones may be established in the area of ​​application of aviation forces and fire extinguishing equipment.

5.1. Forest fire control zones are established by executive authorities within the scope of their authority to organize work to extinguish forest fires, established by Articles 81 - 84 of the Forest Code of the Russian Federation (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2006, No. 50, Art. 5278; 2008, No. 52, Art. 6263; 2009, No. 11, article 1261, No. 52, article 6441; 2011, No. 1, article 54, No. 30, article 4590; 2012, No. 26, article 3446; 2013, No. 52, article 6971, item 6980; 2014, No. 11, item 1092, No. 26, item 3377, No. 30, item 4251; 2015, No. 27, item 3997, No. 29, item 4359) in the zone of forest aviation works in forests located in hard-to-reach and remote areas.

6. Areas for the use of ground forces and fire extinguishing equipment are established in forests located in areas with a developed road network, where the arrival of ground forces and fire extinguishing equipment is possible within 3 hours from the moment a forest fire is detected, regardless of weather conditions.

7. The boundaries of the territory where actions are taken to extinguish a forest fire are established at a distance of at least 500 meters from the active (localized) edge of a forest fire and (or) created (planned to be created) mineralized strips, reference lines from which annealing is carried out, boundaries at which the spread of the forest fire is stopped (planned).

II. Organization of management of work on extinguishing forest fires

8. The organization of management of work to extinguish forest fires on the territory of a forestry or forest park is carried out in accordance with the plan for extinguishing forest fires 3 and the consolidated plan for extinguishing forest fires on the territory of a constituent entity of the Russian Federation 4 .

8.1. Termination, suspension of work to extinguish a forest fire in the forest fire control zone in the absence of a threat to settlements or economic facilities in cases where the projected costs of extinguishing a forest fire exceed the predicted harm that they can cause, is carried out on the basis of a decision of the Commission for Prevention and Elimination emergency situations and ensuring fire safety of the executive authority of the constituent entity of the Russian Federation 5 .

In the forest fire control zone, in respect of which a decision has been made to stop, suspend work to extinguish forest fires, observation is established by aviation and (or) space means. Data on the main characteristics of such fires (area, shape, daily dynamics of development) are subject to mandatory accounting (registration).

9. When there are several forest fires on the territory of the forestry or forest park, when the available forces and means of fire extinguishing of forest fire organizations are sufficient to extinguish them, the organization of extinguishing is carried out by the operational headquarters of the forestry or forest park (hereinafter referred to as the Operational Headquarters). The Operational Headquarters includes officials of the forestry or forest park and organizations involved in extinguishing forest fires. The operational headquarters is created by the decision of the head of the forestry or forest park annually before the start of the fire season and is valid until its end.

10. During the period of special fire regimes and the introduction of an emergency regime in the forests resulting from forest fires, the Operational Headquarters of the forestry or forest park acts in cooperation with the commission for the prevention and elimination of emergency situations and ensuring fire safety of the local government.

11. The head of the forestry or forest park supervises the work of the Operational Headquarters.

12. Operational headquarters:

a) carries out strategic planning of forces and means of fire extinguishing, actions to eliminate forest fires;

b) interacts with forest fire extinguishing managers;

c) organizes interdepartmental interaction;

d) organize the provision of work to extinguish forest fires.

13. In the case of involving the population and (or) employees of organizations in extinguishing forest fires, in accordance with the plans for extinguishing forest fires, the work of these persons is managed by responsible persons from among the employees of divisions of forest fire organizations.

14. Divisions fire brigade, search and rescue and emergency rescue formations, rescue military formations of the Russian Emergencies Ministry, formations of the Armed Forces of the Russian Federation, aimed at extinguishing forest fires, retain their organizational structure.

15. Each of the subdivisions (formations) specified in paragraph 14 of these Rules is assigned a responsible leader from among the employees of the subdivisions of forest fire organizations or employees of the forestry or forest park.

16. Direct management of forest fire extinguishing is carried out by the head of forest fire extinguishing, who manages, on the principles of unity of command, divisions of forest fire organizations, as well as involved forces and fire extinguishing equipment involved in extinguishing forest fires.

17. The head of the forest fire extinguishing is the senior official of the division of the forest fire organization who arrived first at the fire.

18. In the event that the head of a large forest fire is absent (not determined), his appointment is made by order of the senior head of the division of the forest fire organization or by the decision of the Operational Headquarters.

19. In the event of an emergency regime in the forests resulting from forest fires, the appointment of a person as the head of extinguishing a large forest fire is made by the decision of the Operational Headquarters or the commission for the prevention and elimination of emergency situations and ensuring fire safety in agreement with the management of the organization in which the specified person works .

20. In the event that the head of the forest fire extinguishing was previously appointed by order of the head of the Operational Headquarters or the commission for the prevention and liquidation of emergency situations and ensuring fire safety, the appointment of another person as the head of the forest fire, the removal of the current head of the forest fire from the performance of duties is carried out based on the instructions of these authorities.

21. In the areas of application of ground forces and fire extinguishing equipment, priority in the management of forest fire extinguishing is given to senior employees of ground divisions of forest fire organizations.

22. In the areas of application of aviation forces and fire extinguishing equipment, priority in the management of extinguishing a forest fire is given to senior workers from among the groups (teams) of paratroopers-firefighters and paratroopers-firefighters, as well as pilot-observers who are on fires.

23. Head of forest fire extinguishing:

a) carry out general management of the available fire extinguishing forces and means in order to extinguish a forest fire;

b) is responsible for the fulfillment of the assigned tasks, the development of tactics and strategies for extinguishing a forest fire, the safety of employees involved in extinguishing a fire;

c) establishes the boundaries of the territory where actions are carried out to extinguish a forest fire, the procedure and features of these actions, and also makes decisions on saving people and property in a forest fire, if necessary, organizes the search and evacuation of persons affected by a forest fire;

d) interact with the Operational Headquarters;

e) if necessary, appoints his deputy from among the most experienced workers involved in extinguishing a forest fire;

f) does not leave the site of a forest fire until the fire is extinguished.

24. The forest fire extinguishing manager does not have the right to entrust the performance of his duties to other persons, except for the case provided for by subparagraph "e" of paragraph of these Rules.

25. The instructions of the head of forest fire extinguishing are obligatory for execution by all officials and citizens in the territory where forest fire extinguishing actions are carried out. No one has the right to interfere in the actions of the forest fire extinguishing leader or cancel his orders when extinguishing a forest fire. In the event that an observer pilot detects from an aircraft a threat to the life and health of workers involved in extinguishing a forest fire, instructions from the observer pilot to withdraw forces and fire extinguishing equipment from hazardous areas of a forest fire are carried out by the head of the forest fire extinguishing and the heads of departments of forest fire organizations immediately.

26. If a higher-ranking official of the forest fire organization who arrived at the fire or authorized body The executive authority of the constituent entity of the Russian Federation in the field of forest relations assumes leadership in extinguishing the forest fire, responsibility for the decisions made on extinguishing the forest fire rests with this official of the forest fire organization or the authorized executive body of the constituent entity of the Russian Federation in the field of forest relations. The moment when a higher official of a forest fire organization or an authorized executive body of a constituent entity of the Russian Federation in the field of forest relations announces his first oral order is the moment when he assumes leadership in extinguishing a forest fire. When taking over the leadership, this official is obliged to immediately inform the specialized dispatch service of the forestry or forest park.

27. The head of forest fire extinguishing, heads of forest fire organizations, heads of subdivisions of forest fire organizations, in order to safely carry out work to extinguish a forest fire, are obliged to:

a) ensure that employees comply with the technologies for carrying out work to extinguish forest fires, labor protection and safety rules;

b) ensure the organization during the entire period of extinguishing a forest fire of constant communication between the subdivisions of forest fire organizations involved in extinguishing forest fires;

c) ensure compliance with the principles of unity of command and discipline by employees involved in extinguishing a forest fire;

d) organize the provision of employees involved in extinguishing a forest fire, special clothing and means personal protection;

e) ensure the use of serviceable equipment, mechanisms and tools when performing work to extinguish a forest fire;

f) ensure the organization of the optimal mode of work and rest for workers involved in extinguishing a forest fire;

g) ensure the organization of regular meals and supplies drinking water workers involved in extinguishing a forest fire;

h) to create conditions for the provision of timely pre-medical and medical and sanitary assistance to workers injured during the extinguishing of a forest fire, to take timely measures for their delivery to medical organization.

28. When extinguishing a large forest fire, the forest fire extinguishing manager has the right to organize a forest fire extinguishing headquarters. The decision on the expediency of organizing a headquarters for extinguishing a forest fire, its location, the composition and number of persons involved in the work of the headquarters for extinguishing a forest fire, are determined by the head of the forest fire extinguishing.

29. The head of forest fire extinguishing appoints the chief of staff.

30. The main tasks of the headquarters for extinguishing a forest fire:

a) collection and generalization of information on the state of the forest fire and the progress of its extinguishing;

b) planning actions to extinguish a forest fire;

c) ensuring management of divisions of forest fire organizations, their interaction and coordination of work to extinguish a forest fire;

d) ensuring communication between divisions of forest fire organizations;

e) solution of issues related to provision of forest fire extinguishing works;

f) interaction with the Operational Headquarters;

g) accounting of forces, means and resources of fire extinguishing.

III. Putting out forest fires

31. The actions of employees of a forest fire organization to extinguish a forest fire begin from the moment they receive a message about a fire and are considered completed after the return of fire extinguishing forces and equipment to their places of permanent deployment.

32. In order to organize interaction, all divisions of forest fire organizations are provided with means of communication. It is obligatory for the subdivisions of forest fire organizations involved in extinguishing a forest fire to provide them with ultra-short-wave radio communications. Coordination of communication between divisions of forest fire organizations is carried out by specialized dispatch services.

33. The initial action to extinguish a forest fire is its examination. The survey of a forest fire is carried out by the head of the forest fire extinguishing and employees of the divisions of forest fire organizations along the entire edge of the forest fire.

34. A survey of a forest fire is carried out using ground, aviation and (or) space means in order to establish:

a) the type and rate of spread of a forest fire, its contour and approximate area;

b) main types (types) of combustible materials;

c) tactical parts of a forest fire (front, flanks and rear);

d) the most dangerous direction of the spread of a forest fire (creating a threat to valuable forest plantations and (or) plantations in which a forest fire can turn into a crown fire, economic facilities and settlements);

e) the presence of natural and artificial obstacles to the spread of a forest fire;

f) possible intensification or weakening of a forest fire due to the characteristics of forest areas and terrain along the path of its spread, as well as due to changes in the meteorological situation;

g) the possibility of approaching, approaching the edge of a forest fire and the use of mechanized means of localization and extinguishing a forest fire;

h) availability of water supply sources and the possibility of their use;

i) availability of support bands for annealing and conditions for laying mineralized bands;

j) secure parking areas Vehicle, location of people;

k) escape routes for persons carrying out forest fire extinguishing in case of a danger of fire intensification, possible places shelters.

35. When organizing a ground survey, the forest fire extinguishing manager establishes the number and composition of employees, sets tasks for them, and determines the procedure for transmitting the information received. After conducting a survey of a forest fire, the forest fire extinguishing manager determines a plan for the implementation of work to extinguish it and orally brings it to the heads of each division of forest fire organizations. The fire extinguishing plan includes:

a) technical methods and tactics for extinguishing a forest fire;

b) the timing of the implementation of individual measures to extinguish a forest fire;

c) distribution of available forces and fire extinguishing equipment along the perimeter of a forest fire;

d) organization of communication with divisions of forest fire organizations;

e) attraction of additional forces and means of fire extinguishing;

f) measures to collect information about the situation on a forest fire, the progress of work to extinguish it.

36. When extinguishing large forest fires, in order to ensure leadership and interaction, the forest fire extinguishing manager draws up a forest fire extinguishing scheme (hereinafter referred to as the Extinguishing Scheme), which displays the main elements of the work plan adopted by him, in accordance with paragraph of these Rules.

37. When extinguishing large forest fires, for which the planned extinguishing period is less than 3 days, the Extinguishing Scheme is drawn up once for the entire planned period of forest fire extinguishing. If necessary, the Extinguishing Scheme may be amended due to the changed situation. A new Extinguishing Scheme is drawn up if it is necessary to introduce significant changes in the plan for the execution of works to extinguish a forest fire.

38. When extinguishing large forest fires, for which the actual or planned extinguishing period takes more than 3 days, the Extinguishing Scheme is drawn up daily. The forest fire extinguishing scheme is drawn up before 9 am of the current day, with the provision of copies of the extinguishing schemes to the heads of departments of forest fire organizations involved in extinguishing the forest fire. A copy of the Extinguishing Scheme, upon request, is provided to the Operational Headquarters and (or) the Commission for the Prevention and Elimination of Emergencies and Fire Safety.

39. In cases where, during the extinguishing of a forest fire, it is necessary to make significant adjustments to the extinguishing work plan, new extinguishing schemes are drawn up at any time during the entire period of extinguishing a forest fire.

40. The extinguishing scheme is drawn up on an arbitrary scale using topographic or forest fire maps, including in electronic format, if necessary, can be applied to a tablet with a afforestation plan. The extinguishing scheme is drawn up with the obligatory indication of the date and time of compilation, the name and signature of the person who compiled it. The extinguishing scheme consists of graphical and textual parts that display the plan for the execution of work to extinguish a forest fire.

41. The graphic part of the Extinguishing Scheme contains:

a) a topographic base showing the main necessary elements of topography;

b) the contour of the forest fire as of the time of drawing up the Extinguishing Scheme, the direction of propagation of individual elements or the entire edge of the forest fire, its area;

c) binding to the area (if available - indicating the quarterly network);

d) critical directions and factors influencing decision-making processes and conditions for carrying out actions to extinguish a forest fire;

e) the presence of natural (rivers, streams, lakes, reservoirs) or artificial (roads, trails, mineralized strips) barriers and reference lines;

f) the location of the divisions of forest fire organizations, indicating the sectors and areas of the forest fire (if necessary, the alignment of forces and fire extinguishing equipment is indicated);

g) the main tasks of the subdivisions of forest fire organizations, including an indication of the main (optimal) direction of extinguishing a forest fire.

42. The display of the tactical situation on the Scheme of extinguishing is carried out using the unified symbols presented in the present Rules.

43. The text part of the Extinguishing Scheme contains:

a) information on the formation of the management of fire extinguishing forces in a forest fire;

b) information to ensure interaction and communication between divisions of forest fire organizations in a forest fire;

V) Additional information necessary to ensure the effectiveness of extinguishing a forest fire.

44. If necessary, the head of forest fire extinguishing displays other additional graphic and (or) textual information on the extinguishing scheme.

45. Upon receipt of the Extinguishing Scheme, the heads of subdivisions of forest fire organizations are obliged to compare this Extinguishing Scheme with their available cartographic material.

46. ​​The delivery of people and means of extinguishing forest fires to the place of extinguishing a forest fire and back includes the collection at the places of permanent deployment of employees of divisions of forest fire organizations and other persons involved in accordance with the extinguishing plans, their delivery by ground and (or) air transport to the place of forest fires. fire, including, if necessary, the creation of temporary landing sites for a helicopter.

47. When calculating the forces and means of fire extinguishing, the heads of subdivisions of forest fire organizations take into account the strength and speed of the spread of a forest fire, the possibility of its development into a crown fire.

48. To ensure the prompt elimination of a forest fire in areas where ground forces and fire extinguishing equipment are used by a group (up to 10 people) with fire equipment and equipment, a subdivision of a forest fire organization is obliged to arrive at the site of a forest fire and start extinguishing it in the forests:

a) forests classified as natural fire hazard class 1 - no later than one hour after the discovery of a fire;

b) forests classified as natural fire hazard class 2 - no later than two hours after the discovery of a fire;

c) forests classified as 3-5 classes of natural fire hazard - no later than three hours after the discovery of a fire.

49. At wind speeds of more than 5 m/s, as well as at 4th and 5th fire hazard classes in forests, depending on weather conditions, the maximum time for arrival and start of extinguishing work in areas of 1-3 classes of natural forest fire hazard is reduced by 2 times. If it is not possible to reduce the time, the number of employees of divisions of forest fire organizations and the number of fire extinguishing equipment sent to the fire should be increased by at least 2 times.

50. If another forest fire is detected on the way to the place of a forest fire, the head of the subdivision of the forest fire organization following to the place of the fire reports the detected fire to the specialized dispatch service. Proceeding to the place of fire is terminated only by order of a specialized dispatch service.

51. Localization of a forest fire is achieved by performing a set of actions aimed at preventing the possibility of further spread of combustion by creating mineralized strips and (or) completely extinguished sections of the edge along the entire perimeter of a forest fire and conditions for its elimination by the available fire extinguishing forces and means.

52. Initial stage The localization of a forest fire is to stop its spread, which includes the actions of forest fire organizations aimed at stopping the spread of the edge of a forest fire, first of all, in dangerous and critical areas where there may be a threat to valuable plantings, settlements and economic facilities.

53. A forest fire is considered localized, in which conditions have been created for its non-proliferation by limiting it along the entire perimeter with protective mineral strips and (or) extinguished sections of the edge, and (or) natural barriers.

54. The choice of tactics, methods and methods of extinguishing forest fires is carried out by the head of forest fire extinguishing and senior employees of forest fire organizations, taking into account the characteristics of forest vegetation, terrain, soil types, type of fire, its intensity and size, current and forecast weather conditions, the presence forces and means of fire extinguishing, ensuring the safe conduct of work, as well as the features of extinguishing fires in forest areas contaminated with radionuclides.

55. When extinguishing forest fires, two methods are used - direct and indirect. The direct method is used mainly for extinguishing ground fires of low and medium intensity in cases where it is possible to directly extinguish the edge of a forest fire and (or) create a barrier strip at the edge of a forest fire. The indirect method is used to extinguish strong ground fires and crown forest fires, when the fire stop line is selected at a certain distance from the edge of the forest fire.

56. When extinguishing forest fires, the following methods and technical means are used:

a) flooding of fire (knocking down the flame) along the edge of a forest fire;

b) backfilling the edge of a forest fire with soil;

c) laying of barrier and supporting mineralized strips;

d) annealing of combustible materials before the edge of a forest fire;

e) extinguishing with water and fire extinguishing solutions, including with the use of aviation.

57. Overwhelming fire (knocking down the flame) along the edge of a forest fire is used to stop the advancement of fire when extinguishing ground forest fires of low and medium intensity.

58. Backfilling the edge of a forest fire with soil is used on light sandy and sandy loamy slightly soddy soils, when the use of fire flooding is ineffective, and the quick laying of barrier strips is impossible.

59. The laying of barrier and supporting mineralized strips is carried out by tractor equipment with soil-cultivating implements, manual (including mechanized) implements in order to:

a) localization of forest fires without first stopping their spread by direct impact on the edge;

b) localization of forest fires, the spread of which has been suspended;

c) application of annealing from support strips.

60. Protective and supporting mineralized strips should rest with their ends against natural or artificial fire barriers (roads, streams, mineralized strips). In the absence of mechanized means or the impossibility of their use (in cases of small forest fires, difficulties in maneuvering due to the density of forest stands, swampy terrain, mountainous terrain, lack of transport routes), mineralized strips, fire barriers are laid (if necessary, with cutting down trees, shrubs, lianas) with hand tools, extinguishing agents, explosive materials and blasting. Protective strips are created 1.4 m wide in case of weak medium forest fires (fire advance rate is less than 1 m/min.) and up to 9 m wide - in case of strong forest fires (fire advance rate is more than 3 m/min.). Obstruction strips created with the use of chemical fire extinguishing agents (retardants, foam concentrates and wetting agents) are basic chemical strips.

60.1. The decision to perform explosive work in order to localize and eliminate a forest fire is made by the federal headquarters for coordinating activities to extinguish forest fires in agreement with the relevant authorities state power subjects of the Russian Federation in the field of forest relations and federal state budget institutions managing specially protected natural areas.

61. Annealing is carried out in order to extinguish crown forest fires of all types, as well as ground forest fires of high and medium intensity. The start of annealing is carried out from the natural and (or) artificial support strips available on the forest fire area, and in their absence - from specially created support strips laid in various ways, including using explosive materials, solutions chemical substances, width from 0.3 m to 9 m, depending on the intensity and type of forest fire. To accelerate the burning of the mineralized strip, various annealing methods are used (linear, comb, stepped, advanced fire method). When extinguishing crown forest fires, burning of ground combustible materials is carried out in a band equal to the distance of two possible jumps of a crown fire (up to 600 meters).

62. Extinguishing with water and fire extinguishing solutions is used to directly extinguish the edge of forest fires and (or) indirectly extinguish strong ground, underground and crown forest fires by creating temporary support strips for annealing. When extinguishing forest fires, fire extinguishing solutions are used that are environmentally safe for environment and sanitary safety for people working in the forest fire zone.

63. The choice of methods and technical means of extinguishing a forest fire, depending on the type, intensity and speed of the spread of a forest fire, the availability of transport and water networks in the area of ​​​​extinguishing, the characteristics of the adjacent territory, the availability of fire extinguishing forces and means, the planned tactics and timing of extinguishing, the meteorological situation , as well as the period of the start of extinguishing a forest fire relative to the daylight hours, is determined by the head of the forest fire extinguishing and the heads of departments of forest fire organizations independently.

64. The perimeter of a large fire, taking into account the terrain and vegetation cover, the presence of natural and artificial boundaries and the available forces and means of fire extinguishing, by decision of the head of the forest fire extinguishing, may be delimited into sectors and areas of the forest fire, for which the head of the forest fire extinguishing is assigned responsible persons. Responsible persons ensure the collection of information about the current situation, the provision of work and the management of all involved forces and fire extinguishing equipment, the organization of their interaction in a given sector (site) of a forest fire.

65. Extinguishing a forest fire with the use of aviation is carried out in order to reduce the intensity of burning at the edge of a forest fire in order to create conditions for ground forces and fire extinguishing equipment to switch from an indirect method of extinguishing a forest fire to a direct one; suspension of the spread of combustion until the arrival of ground forces and fire extinguishing equipment to the places of extinguishing forest fires. The decision on the expediency of using tanker aircraft and helicopters with spillways to extinguish a forest fire is made by the head of the forest fire extinguishing. The use of aviation is organized in accordance with the tactics and extinguishing strategy implemented by the forest fire extinguishing manager. Aviation extinguishing of forest fires is carried out with the direct interaction of the aircraft crew with the head of the ground divisions of forest fire organizations. When ground firefighting forces are on the edge of a forest fire, it is prohibited to carry out aviation extinguishing (drains) from tanker aircraft and helicopters with spillways in the absence of radio communication between the aircraft crew and this ground unit of the forest fire organization.

66. After the localization of a forest fire, the head of the forest fire extinguishing is obliged to personally inspect the boundaries of the forest fire or involve employees of divisions of forest fire organizations to inspect parts of the edge of the forest fire in order to confirm the reliability of the localization of the entire edge of the forest fire. In places where the need to strengthen localization has been identified, measures are immediately taken to lay additional barrier and mineralized strips.

67. The elimination of a forest fire is the final action when it is established that there are no conditions for the resumption of a forest fire after the completion of extinguishing and guarding work. After the elimination of a forest fire, all extinguishing work is stopped and fire extinguishing forces and equipment are returned to their places of permanent deployment or sent to extinguish other forest fires. In the event that a forest fire that has been extinguished has resumed combustion from the extinguished parts of a forest fire within 5 days, this fire is considered renewed.

68. Observation of a localized forest fire and its extinguishing consists in eliminating the sources of combustion remaining on the area passed by the fire after its localization. All fires are extinguished in a strip up to 50-70 meters wide (at a distance of twice the height of the forest stand) from the localized edge of a forest fire in order to exclude a possible transfer of fire beyond the boundaries of the localized edge.

69. Prevention of the resumption of a forest fire (fire guarding) consists in inspecting the area covered by fire in order to prevent its resumption from hidden sources of combustion that were not detected during extinguishing. Guarding is carried out until the complete cessation of burning at the edge of the forest fire and is organized in the process of stopping it, when, as you move along the liquidated edge of the forest fire, a part of the workers is left who eliminate the sources of fire behind the reference strip and along the edge of the forest fire.

70. Within five days after the elimination of a forest fire, the head of the forestry or forest park draws up an act on a forest fire. Data on the course of extinguishing a forest fire is provided by a specialized forest fire organization. The act on a forest fire (hereinafter referred to as the act) indicates:

Date, time of drawing up the act;

Surname, name and patronymic official who drew up the act;

Surnames, names and patronymics of persons present at the drawing up of the act;

Date, time and place of detection of a forest fire, distance from the nearest settlement or road, river in a cutting area or at the place of work of an enterprise, organization;

Who discovered the forest fire, by what means (if the fire was discovered by an employee of a forest fire organization);

The total area of ​​a forest fire at the time of detection in hectares (accurate to 0.01);

Date and time of receipt of a message or report about a forest fire and by whom it was received (regional dispatch service or forestry);

What was found at the site of the forest fire (the remains of a fire, signs of an agricultural burn), which may help to establish the causes of a forest fire. If there has been a violation of fire safety rules in the forests, indicate the type of violation and the estimated time of its commission;

Persons involved in the occurrence of a forest fire (indicate the last name, first name, patronymic, place of work, position and their place of residence). In cases where these persons are not identified, the data necessary for the investigation are indicated;

Date and time of the start of extinguishing;

Area covered by fire (total, by type of fire, by type of intended purpose of forests) in hectares (accurate to 0.01);

Date and time of localization of a forest fire, indicating by what forces it was localized;

Date and time of liquidation of the forest fire, indicating by what forces it was liquidated;

Labor costs for performing work related to extinguishing a forest fire (including the delivery of people and means of extinguishing forest fires to the place of extinguishing a forest fire and back, search and evacuation of persons affected by a forest fire);

Applied methods and means of extinguishing a forest fire;

Measures taken to guard the forest fire;

Person responsible for guarding;

Preliminary assessment of losses as a result of a forest fire in natural and cost characteristics (standing timber, harvested forest products, buildings, structures, machinery, equipment and other property, the cost of cleaning up the territory, the cost of reforestation, the cost of extinguishing a forest fire, the total preliminary the amount of damage);

Position, surname, name and patronymic of the person in charge of extinguishing the fire;

The list of documents attached to the act, including a schematic plan of the area covered by the fire, calculations and justifications for the amount of preliminary damage from the loss of standing wood, the destruction of crops, young growth by fire, from the loss of finished products, the cost of cleaning up the territory, the cost of extinguishing fires;

Position, place of work, last name, first name, patronymic and signature of the person who drew up the act;

The volume and species composition of cut wood when creating fire barriers and temporary landing sites for a helicopter.

71. A schematic plan of the area covered by the fire is attached to the forest fire act.

Shooting the contour of a forest fire and areas inside it, covered by fires of various types (mounted, ground, soil), with their binding to landmarks, is carried out:

a) in areas of application of ground forces and fire extinguishing equipment - instrumentally;

b) in the areas of application of aviation forces and fire extinguishing equipment - aerovisually, using a forest fire and (or) patrol map.

72. A memorandum of the head of forest fire extinguishing on the progress of extinguishing the forest fire, the methods and means used to extinguish the forest fire, their effectiveness (submitted only in cases of large forest fires) is also attached to the act on a forest fire.

IV. Features of extinguishing forest fires

73. At night, work to extinguish forest fires is carried out subject to the availability of artificial lighting, which ensures safe conditions for the performance of work, based on the decision of the forest fire extinguishing manager.

74. Paragraph 74 has become invalid according to the order of the Ministry of Natural Resources of Russia dated February 16, 2017 No. 64.

75. When extinguishing forest fires that occur in areas where there is a danger of explosions of ammunition and explosive materials, poisoning with toxic substances, in cases where there is no safe conditions work for workers engaged in extinguishing a forest fire (limiting its spread), extinguishing is carried out outside the danger zones.

Extinguishing forest fires in the territory where explosive objects are located is carried out by an indirect method, the laying of a mineralized strip is carried out with solutions of flame retardants, the use of earth-moving equipment is allowed after preliminary cleaning of the strip of land from explosive objects.

76. When extinguishing forest fires that occur in territories contaminated with radionuclides, the priority tasks are to preserve the life and health of people performing extinguishing work and to prevent the spread of radionuclides to adjacent territories.

77. Features of extinguishing forest fires are divided into zones of radioactive contamination.

78. In a zone with a density of soil contamination with cesium-137 from 1 to 5 Ci / km 2 (37 - 185 kBq / m 2) and strontium-90 - from 0.15 to 1 Ci / km 2 (5.55 - 37 kBq / m 2):

a) extinguishing forest fires is carried out mainly in the same way as in uncontaminated areas, with the adoption of additional measures to protect workers engaged in extinguishing work from the harmful effects of dust and combustion products of forest combustible materials;

b) extinguishing the burning edge of forest fires is carried out by ground and (or) aviation means using water and aqueous solutions of chemical fire extinguishing agents, as well as the creation of barrier strips in front of the forest fire edge by draining fire retardant solutions using ground and (or) aviation means.

79. In a zone with a density of soil contamination with cesium-137 from 5 to 15 Ci / km 2 (185 - 555 kBq / m 2):

a) stopping and extinguishing forest fires are carried out without performing work on the edge of a forest fire by creating protective and supporting chemical strips using ground mechanisms, as well as using helicopters with spillways and tanker aircraft;

b) extinguishing forest fires is carried out using fire trucks with installed fire monitors, as well as using motorized fire pumps.

80. In zones with a density of soil contamination with cesium-137 from 15 to 40 Ci / km 2 (555 - 1480 kBq / m 2) and more than 40 Ci / km 2 (1480 kBq / m 2):

a) stopping and extinguishing a forest fire are carried out in accordance with regulatory documents specially developed for conditions of radioactive contamination, which take into account the requirements radiation safety when extinguishing a radioactive forest fire;

b) stopping and extinguishing a forest fire is carried out by helicopters with spillways and tanker aircraft;

c) the final localization and extinguishing of forest fires are carried out by ground forces and fire extinguishing equipment, while tank trucks with installed fire monitors and fire all-terrain vehicles based on special (military) equipment are used, and fire motor pumps are used to extinguish fires.

81. In the territories specified in paragraphs - of these Rules, when extinguishing a forest fire, workers are provided with personal protective equipment - respirators, gas masks, eye protection, hands, head protection, closed rubber shoes (safety shoes), overalls and individual storage dosimeters. To put out forest fires in forests contaminated with radionuclides, persons who have undergone special training and medical examinations are sent 6 . 82. When extinguishing underground (peat) forest fires, their plowing and (or) trenching, mixing of layers, creating mineralized bands, extinguishing with water and fire extinguishing solutions, as well as using powerful jets of water using pumping units and high-pressure motor pumps, regulating the water level by construction of temporary dams. In cases of multifocal peat forest fires that occur on peaty soils as a result of a ground forest fire, extinguishing is carried out by localizing the entire area on which the combustion centers are located. After the elimination of a forest fire, the area covered by the fire must be periodically inspected until intense precipitation falls.

83. In order to extinguish forest fires, measures are being taken to artificially induce precipitation.

84. The decision on the implementation of measures to artificially induce precipitation is made by the federal headquarters for coordinating activities to extinguish forest fires in agreement with the state authorities of the constituent entities of the Russian Federation in the field of forest relations.

85. In order to ensure the safety of the work to extinguish a forest fire fire fighting equipment and equipment are equipped with GLONASS or GLONASS/GPS satellite navigation equipment.
